BOSTON - Gov. Charlie Baker awarded the Distinguished Service Medal to Maj. Gen. L. Scott Rice, adjutant general, Massachusetts National Guard, on Friday, Jan. 22, 2016 at the State House.


Baker presented the award to Rice for his exceptionally meritorious and distinguished service in duty and great responsibility as chief of staff, Massachusetts Air National Guard from September 2010 to December 2012. Rice's superior leadership and exceptional command skills led to the success of approximately 2,300 Airmen on numerous federal and state missions.


Additionally, as chairman of the U.S. Air Force and Air National Guard Airspace and Range Council, he was responsible for remodeling, management and development of approximately 230 pieces of military airspace and ranges across the nation with an annual budget of $450 million.


Rice effectively facilitated critical support for Operation Odyssey Dawn, followed by Operation Unified Protector with air refueling capability at Moron Air Base, Spain and air operation support at Ramstein Air Base, Germany while serving as the Air National Guard assistant to the commander, U.S. Air Forces in Europe.


As a result of his superb leadership skills, the Governor of Massachusetts appointed Rice as the acting adjutant general in April of 2012 during a period of unplanned transition. Rice became permanent adjutant general in December 2012.


Rice's distinctive accomplishments reflect the highest credit upon himself, the Air National Guard and the United States Air Force.


Baker commended Rice and stated: "This is a representation of someone who answers the call, does the work and makes it happen no matter what the task. That is clearly what the message is [the award citation]. It is consistent with everything we have heard about you and your work over the course of your career. I want to say thanks on behalf of the people of Massachusetts and congratulations."
